Chris Shields has worked in and around the Texas capitol for more than 20 years. For the past 15 years, Chris has managed an independent legal and legislative consulting practice that represents the interests of Texas corporations, business, and trade associations, coalitions, and public sector entities before the Texas Legislature and various state agencies. Chris joined Texas Strategy Group as its Managing Partner.
Chris’ professional career began as an associate in the tax and public law sections of the law firm of Fulbright & Jaworski. Since that time, Chris has built on his background in these areas to become an expert on issues relating to the state’s tax and economic development laws. As a result, Chris has been integrally involved in the initial drafting, subsequent amendments and lobbying efforts relating to almost every one of the state’s major economic development statutes. Chris has also developed expertise in several other areas, most notably transportation, energy, and a wide range of appropriations related matters.
Prior to establishing his independent practice, Chris was Vice President for Governmental Affairs at the Texas Chamber of Commerce for four years where he managed the legislative strategy and policymaking process for close to 300 chambers of commerce and several hundred Texas businesses. Before coming to the Texas Chamber of Commerce, Chris was the Legislative Director and Deputy Legislative Director to Governor William P. Clements, Jr., where he was directly involved in every aspect of the legislative process on the Governor’s behalf, including representing the Governor on the floors of the House and Senate and advising the Governor on a wide variety of legislative issues. Chris also served in a senior staff position for Secretary of State Jack M. Rains.
Chris graduated from the University of Texas School of Law with honors and holds an A.B. Degree in American Politics from Princeton University.
Duane Galligher has worked in and around the Texas Legislature for over 14 years. For the past five years, Duane has been a governmental affairs consultant to numerous trade associations, corporations, and governmental entities. Duane has advised clients on a broad range of issues, including health care, natural resources, environmental regulation, state taxation, and legislative rules and procedure. Prior to re-joining Texas Strategy Group, Galligher served as Executive Director of the Texas Association of Health Plans.
Prior to lobbying, Duane served as Chief Clerk to the House Committee on Public Health, during which time he worked on almost 300 pieces of legislation affecting health care policy in Texas. As a key advisor to one of the most respected health care legislators in recent memory, Duane developed a firsthand working knowledge of health care issues, as well as of the legislators and staff that most impact health policy decisions.
Before his service on the Public Health Committee, Duane worked for a number of elected officials, including seven current or former members of the Texas House and Texas Senate. Additionally, Duane managed or consulted 18 campaigns at the local, legislative, and statewide level.
Duane is an alumnus of Southern Methodist University Dedman School of Law, where he was selected by the faculty to be a member of the National Order of the Barristers in recognition of outstanding advocacy skills. Duane holds a B.A. in Government from the University of Texas at Austin.
Lorena Campos has over ten years’ experience in communications and customer service for professional organizations and Austin-area businesses. Prior to joining Texas Strategy Group, Lorena served as Event Coordinator and Administrative Assistant for one of the most prominent statewide trade associations in Texas. Lorena has handled the myriad administrative duties of operating a successful professional association, including organizing conferences, membership services, sponsor development, and pre- and post-logistics for seminars and continuing education opportunities.
Lorena has provided extensive support services to association members and trade executives in and around the Texas Capitol. She has also worked with Public Affairs and other senior staff to ensure that the association’s legislative goals were met by preparing messaging materials for legislators, organizing legislative receptions, and coordinating schedules for executives and in-house lobbyists.
Prior to her trade association experience, Lorena worked in residential property management, social media marketing, and sales. Lorena holds a BA in Mass Communications and Public Relations from Texas State University in San Marcos, Texas.
Jennifer Harris has worked in several state government positions since 2005, having worked for multiple members of the Texas House and Senate. She brings years of valuable legislative experience to the firm where she plays a major role in the representation of several of the firm’s clients. Before joining Texas Strategy Group, Jennifer most recently served as Chief of Staff to a House member. She is well-known at the Capitol as a capable veteran of the process. Her professional experience includes legislative, public policy, and communications work in the Texas Legislature, and policy and communications work for the Florida Department of Education, along with a variety of roles on local and statewide political campaigns.
Jennifer earned her bachelor’s degree in business administration with a focus in marketing from the McCombs School of Business at The University of Texas at Austin. She earned her master’s degree in public service and administration from the Bush School of Government and Public Service at Texas A&M University.
